I'm going to tell you how.
First, though. Let's take a look at whether you need to start a new thread at all!
Check out the search function. If anyone else has posted on the same topic it's better to add your post to that thread for a number of reasons. The points you want to make may already have been thoroughly responded to. It's a lot neater to keep all of the debate on a given topic in one area for others to refer to in future (not to mention it being easier for CCP to get an idea of what everyone thinks without digging through a ton of threads).
Didn't find anything with the search? Try using Google to search the forums for keywords relating to the topic you want to start.
Do you want to talk about a weapon being overpowered? Is it the GEK or a different assault rifle? Lasers? Shotguns? Are you upset about HMGs? Tanks ruining your day?
Do you want to know whether skill points are going to be reset? Or do you have a brilliant idea for a new SP system?
You get the idea. There are lots of threads. If your feedback/question isn't already dealt with in those, you can probably start a thread. First of all, read the forum rules. They're not too complicated. Next, decide which board your thread should go in.
If you have an idea for new content or want to give feedback about how a specific game element is working for you, check out Feedback/Requests. If you've found a glitch or a bug or need technical help, post in Technical Support/Bugs unless that bug is unique to a specific map, in which case you can post in one of the map-specific boards which I'll detail in a moment.
Just want to start a general discussion? If it's about Dust and you're aiming for a productive and respectful discussion, your thread can go in General Discussion. If it's not about Dust, or it's a bit of a rambling mess, do yourself a favour and chuck it in The Locker Room before a GM has to.
You found this thread in the Training Ground which is where tips for new players are located and questions about gameplay can be asked.
If you're looking for a corporation or want to recruit people to one you've started, put it in Corporation Recruitment and if you want to publicly discuss grudges between your corporation and another, or talk about corp battles, take it to the War Room.
The four boards dedicated to map testing each contain a stickied thread with a picture of the map so you can learn what maps are called and post in the board related to the right map. If you've fallen through the terrain or got stuck to the side of a poorly-designed crate, let the developers know here.
So if you've chosen the board you're going to post in, you can click "New Topic" which is at the top of the page, opposite the page numbers and below the link to the forum rules.
Try and give your thread an informative name. If you call it "help" or "I have an idea" or something cryptic, it might not get a lot of attention. If you call it "[Feedback] A new player's impressions of the inter-corporate dynamics in public matches" or "How do I use nanite injector?" (don't create that one, it already exists) then others will be able to quickly assess whether they can help or are interested in the contents of the thread.
Write your post, if you're cautious you can hit "Preview" to make sure it formats correctly, and hit "Post"!
